Tura, Apr 21: A few days ahead of the polling in the Willamnagar seat revelation of anomalies in schemes undertaken by the Garo Hills Autonomous District Council (GHADC) has come to light.
As per the findings of a RTI, there were huge anomalies in the completion or the lack of it in projects undertaken by former GHADC CEM, Denang T Sangma.
The RTI was filed by a BJP member, Nilbath Ch Marak, who had sought information on the status of projects undertaken by Denang for Williamnagar from the Rs 100.71 crore central fund received by the Council.
Shockingly, though most of the projects are still incomplete or in some cases haphazardly executed, the same were shown as complete and the money withdrawn.
The BJP member sent a complaint to the Centre against the NPP led Executive Committee and specifically against Denang, who hails from Williamnagar.
The letter was sent on Apri 17 to the office of the Union Minister in charge tribal affairs seeking action against the rampant corruption undertaken in implementation of the SPA projects.
“With great constraint, I would like to lodge the strongest complaint against the NPP led EC of the GHADC for gross misappropriation of the SPA of Rs 100.71 crores,” the complainant said.
There are 48 projects undertaken by the then CEM of GHADC, Denang for Williamnagar, most of which according to the complaint were only on paper.
According to the RTI, a total of Rs 5,79, 35, 673 has been sanctioned for the implementation of projects for Williamnagar under the former chief of the GHADC.
“The projects were given to only a few people already pointing to the fact there may have been corruption. Also when we did a spot verification of the various projects mentioned in the RTI, there were also ghost (or duplicate) projects as 19 projects are yet to be implemented,” said Marak in the complaint.
In the letter to the Centre , he also pointed out that even those projects that have been completed are of poor quality and do not match the amount sanctioned for them. The complainant also pointed out to duplicity.
“On paper there are 2 guest houses of GHADC in Williamnagar but in reality there is only one. The other one (duplicate) is shown as costing over Rs 76 lakhs. Similarly there are two brick walls being shown as constructed though there is only one that we found upon verification (over Rs 3 lakhs),” Marak said.
The BJP member also raised the issue of huge number of contract works allotted to only a few contractors.
“Another malafide intention is that allotment of huge number of projects to a single contractor as if there aren’t any more. Normally only one work is given per contractor but one contractor has got 20 projects and will definitely lead to corruption,” Marak stated.
Raising further questions on implementation, Marak opined that if 19 out 48 projects could go missing in just one constituency, it is worrisome what may have happened to the other projects totaling to 1167 sanctioned by the NPP led coalition.
Marak also requested for a National Level Monitoring Team to inquire into the corruption done by the NPP led EC or start geo tagging projects to ensure implementation.
