Shillong, Nov 28: Khasi Hills Autonomous District Council (KHADC) Chairman Pynshngaiñ Syiem accompanied by newly elected Chief Executive Member (CEM) of the KHADC, Latiplang Kharkongor on Thursday called on Governor Tathagata Roy at Raj Bhawan.
“It was a courtesy visit and we discussed certain issues with the Governor. The Governor made it clear that since the district councils are autonomous bodies he will not like to interfere in the working of these institutions,” the KHADC chairman said.
Syiem also said that from now onwards, the council will communicate directly with the Governor’s Secretariat rather than routing their bills and official communications through the DCA,m.
According to Syiem in the DCA department a Governor can appoint any minister to look after the welfare of the ADCs and they cannot direct these autonomous institutions. “From now onwards we will follow the rules,” he said.
When pointed out that as per Article 163 of the Constitution, the state’s council of ministers is to aid and advise the Governor, Syiem said that it applies to states where there are no district councils.
“But in states that has district councils we will also have to go by what Article 244 (2) says. Even Article 163 (2) states that the Governor can act in his discretion,” the chairman said.
Meanwhile, the newly elected chief of the KHADC, Kharkongor said that the list of Executive Members has been sent directly to the Governor’s Secretariat.
So far four names has been sent, Mitchell Wankhar, Ronnie V Lyngdoh, Macdalyn S Mawlong and Lamphrang Blah.
