MHA orders State/UT govts to restrict migrant movement

Shillong, April 1: The Ministry of Home Affairs on Wednesday issued directives to States and Union Territories to tackle and restrict the movement of migrants amidst the 21-day nation-wide lockdown.

The MHA said that the movement of large number of migrants to reach their home towns is a violation of the lockdown on maintaining social distance.

State and Union Territory governments have been asked to undertake certain measures in order to “deal with the situation, and to mitigate the economic hardship of the migrant workers.”
The MHA informed that State and Union Territory governments will have to ensure adequate arrangements of temporary shelters and provision of food etc. for the poor and needy, including stranded migrant labourers.

Migrants who are enroute to reach their home states/towns will have to be moved to the nearest shelter homes by respective State and Union Territory governments.

Employers have been directed to make payment of wages without deductions for the period of lockdown.
Landlords have been directed not to demand payment of rent from workers, including migrants for a period of one month.

In case any landlord forces labourers and students to vacate their premises, they will be liable for action under Section 10 (2) (I) of the Disaster Management Act, 2005, the statement from MHA department read.
