SHILLONG, Sep 3: Meghalaya opposition leader, Dr Mukul Sangma has alleged a scam in Saubhagya scheme in the state.
Dr Sangma said that the bidding documents were manipulated in such a way that it favour certain already identified bidders.
He also said that the contract awarded was more than 50 percent of the schedule of rates of the total projected estimated cost which was based on the DPR preparation by the MeECL.
The opposition leader also alleged that the CMD, MeECL has sent a letter to the concerned official at the level of the SDO, to prepare the bill and submit directly to the chief engineer MeECL distribution and pass the bill.
“For the first time in the history of Meghalaya bill has to be prepared by the SDO concerned and submit directly to the chief engineer without allowing it to go through the normal process,” Dr Sangma alleged.
He said that the whole exercise that has been resorted to has proven beyond reasonable doubt that there has been a collective effort by all those greedy people in power to engage in criminal conspiracy.
“I have also inputs which indicates the bill which has been prepared is based on another manipulation in the tender agreement which provides unlike for other similar kind of work payment of 90 percent for the work claimed to have been executed,” he alleged.
