Agnes allege trucks carrying coal beyond capacity plying without challans

SHILLONG, Nov 30: Social Activist, Agnes Kharshiing on Sunday in a complain to the police alleged that more than 100 coal laden trucks are plying daily through East Khasi Hills District and Umiam bridge and many of them do not have any challan.

“…and many of these trucks are carrying beyond the capacity of tonnes as issued by the DMR (Directorate of Mineral Resources), as per the transportation of the auctioned coal,” Kharshiiing said in her complain to the in-charge of Mawlai Police Station.

Kharshiing said that carrying beyond the capacity is in violation of the NGT (National Green Tribunal) guidelines and is also cheating and looting the revenue of the state.

Quoting sources, the social activist also informed the police that there exist a bizarre possession and production of coupon system, whenever police conduct checks of the coal loaded trucks, even as she demanded that this needs to be enquired, its legal purpose and authenticity, as per law and who issued the coupons.

Kharshiing in the complain to the police urged that all trucks carrying coal through Mawlai Police Station, be detained and the required documents be checked how much coal is permitted for each truck and if the truck is overloaded, and if they have proper documents for transportation of the auction coal and inquire who issued them these illegal challan and book them as per law.

She also asked the police to enquire whether the law permits the issue of coupons for the transportation of coal in lieu of challan from DMR.
