Balajied Synrem of UDP to file nomination, MPCC recommends Batyngshain Ryngnga for Shella by-poll

SHILLONG, Sep 24: United Democratic Party (UDP), candidate for the by-poll to the Shella assembly constituency, Balajied Synrem will be filing his nomination papers on Wednesday.

Synrem who is the son of Late Dr Donkupar Roy will file his nomination papers before the District Election Officer at Sohra.

The opposition Congress has decided to recommend Batyngshain Laitmon Ryngnga to the AICC as their candidate for the by-poll.

In a press statement issued here on Tuesday evening, Meghalaya Pradesh Congress Committee, general secretary, Waibha K Kyndiah said that the election committee which met in the city recommended the name of Ryngnga.

The other partners of the UDP in the Meghalaya Democratic Alliance (MDA) coalition like the BJP, People’s Democratic Front and National People’s Party have also expressed their desire to set up their candidates for the by-poll.

The by-poll to the Shella assembly constituency will be held on October 21 and the counting of votes will be held on October 24.Accordingto the notification of the Election Commission of India, the last date of filing of nomination papers is September 30.

The scrutiny of the nomination papers will be held on October 1 and the last date of withdrawal of candidature is October 3.

Meanwhile, the state election authorities has promulgated an order under Section 144 CrPC prohibiting all contesting candidates or their agents or the political parties from wall writing, pasting of posters, papers or defacement in any other form, or erecting, displaying of cut-outs, hoarding, banners etc, on any public property, public premises.

Political parties or candidates are also prohibited from putting up of banners on all roads, thoroughfares.

Further, no wall writing, pasting of posters, papers or defacement in any other form or erecting, displaying of cut-outs, hoardings, banners etc shall be permitted on any private property, private walls without written permission from the house-owners and final approval from the office of the Returning Officer,26-Shella (ST) Assembly Constituency.

Election meeting would not be allowed without taking permission from the office of the Returning Officer, 26-Shella (ST) Assembly Constituency and subsequently local headmen regarding the venue of the meeting. No PA System will be allowed to be used between 10:00 PM and 6:00 AM.

In case of PA System/Loud Speakers which are used without permission from the District Magistrate and District Election Officer, East Khasi Hills District, Shillong, the same would be seized immediately by the local authorities.

Rallies and procession will not be allowed without the permission from theReturning Officer, 26-Shella (ST) Assembly Constituency.

The state election department said that this order will extend throughout the East Khasi Hills District and will come into force with immediate effect and shall remain in force till the election process is over.

Moreover, carrying of cash above Rs 50,000 has also been prohibited.
