CM’s approval required to transfer officer prior to sanctioned period

SHILLONG, Apr 19: Chief Minister Conrad K Sangma on Thursday said that if any government department wants to transfer an officer before he/she has served the mandatory three years in that particular place of posting it will require the prior approval of the Chief Minister.Replying to a supplementary query during the Question Hour, of the Budget Session, Conrad informed the House that the order is as per an office memo dated November 14th, 2013, wherein all department were directed to adhere to instructions of officers having to serve for a maximum of three years and not more than four years (in exceptional cases) in a particular posting.To a query posed by People’s Democratic Front legislator from Umsning, Jason Sawkmie Mawlong on the number of Meghalaya Civil Services (MCS) officers in the state, the Chief Minister informed thatthere were 125 such officers.He also told the House that there were 38 vacancies in the MCS ranks and the MPSC on March 6, 2017 advetised for the vacant posts.“The preliminary examinations will be held soon,” the Chief Minister said.Earlier Conrad told the Meghalaya Assembly that some ADCs, EACs posted in the Deputy Commissioner’s office, Sub Division’s office and Block Division office in different districts of the state continue to work in their home district for more than three years.“In Meghalaya the State Civil Service is very small in number and majority of the officers hail from the districts of East Khasi Hills, West Jaintia Hills and West Garo Hills. As such it has never been possible to ensure that officers are not posted in their own districts and continue to remain in their same place of posting for more than three years,” the Chief Minister said.Meanwhile, lone KHNAM legislator from North Shillong, Adelbert Nongrum said that there was favouritism while retaining or transferring officers in the state.“Some officers who have not served three years are transferred while some stay on even after three years. This is impartial,” Nongrum added.
